NYCHA, by issuing this RFP, seeks proposals (“Proposals”) from special inspections firms (the “Proposers”) to provide NYCHA with on-site special inspections (“Special Inspections” or the “Services’) services for, among other contract delivery methods, design-build contracts, as detailed more fully within Section II of this RFP (collectively, the “Services”). Services provided will support (i) NYCHA’s Comprehensive Modernization (“Comp Mod”) Department, which is part of NYCHA’s Asset & Capital Management Department (“A&CM”), and (ii) the balance of divisions within A&CM. Pursuant to a separate procurement and not as a part of this RFP, the Comp Mod Department will be awarding contracts (each, a “Design-Build Contract”) for design and construction services for comprehensive renovations (the “Work”) to Design-Build firms (each a “Design-Builder”) at various NYCHA developments. Additionally, the A&CM Department will be awarding various contracts (each, an “A&CM Contract”) for design and/or construction services for projects to firms at various NYCHA developments.
The release date of this RFP is stated on the cover page of this RFP (the “Release Date”).
A non-mandatory Proposers’ conference (“Proposers’ Conference”) will be hosted online via Zoom at 11:00 a.m. on the date stated on the cover of this RFP. Although attendance is not mandatory at the Proposers’ Conference, it is strongly recommended that all interested Proposers attend. Proposers who wish to attend must pre-register using the link below. NYCHA recommends that Proposers e-mail questions to NYCHA’s Coordinator no later than three (3) days in advance of the Proposers’ Conference. Following the Proposers’ Conference, NYCHA will upload all questions and answers to iSupplier, as well as the list of the conference participants.

Proposals must be successfully submitted into iSupplier in final form no later than 2:00 p.m. on the date set forth on the cover of this RFP (the “Proposal Submission Deadline”). Proposals which are saved in iSupplier as a “draft” but not successfully submitted will not be considered. Proposers should refer to Section IV(2) of this RFP for details on Proposal submission requirements.

Proposers should refer to Section IV(2) of this RFP for details on Proposal packaging and submission requirements. Proposer shall electronically upload a single PDF containing ALL components of the Proposal including the four (4) tabs on the Comprehensive Cost Proposal (Attachment A) in addition to a Microsoft Excel version of the Comprehensive Cost Proposal (Attachment A) into iSupplier by 2:00PM on the Proposal Submission Deadline. NYCHA will NOT accept hardcopy Proposals. The Proposal shall not include embedded documents or proprietary file extensions. NYCHA will not accept Proposals via e-mail, fax, or mail.

After Proposer registers for iSupplier, it typically takes 24 to 72 hours for Proposer’s iSupplier profile to be approved.
It is Proposer’s sole responsibility to complete iSupplier registration and submit its Proposal before the Proposal Submission Deadline. NYCHA is not responsible for delays caused by technical difficulty or caused by any other occurrence.
