Section 3-04(b)(2)(i)(B) applies as the contract's funding source is derived from a federal grant. The EDA has its own requirements and protocol for the sub-awardee vetting and approval process. Additionally, 3-04(b)(2)(i)(B) EDA permission is required to include add or change Subrecipient(s). Therefore, funding is required to be distributed accordingly. Section 3-04(b)(2)(ii) also applies in this situation because there are not many vendors that already have the existing relevant resources to carry out these services. Procurement and award are in accordance with Section 3-01(d)(2)(vii) for the reasons set forth herein.
Description

New York Department of Social Services/Human Resources Administration (HRA) is submitting a request to approve a Negotiated Acquisition pursuant to Sections 3-04(b)(2)(i)(B) and 3-04(b)(2)(ii) for a contract with the Non-Traditional Employment for Women (NEW). NEW is a sub awardee approved by the U.S. Economic Development Administration (EDA) to prepare and connect low-income workers to apprenticeship in the building and construction trade unions. The value of the contract ($ 2,314,153.58) will be covered by the federal grant, which HRA has received from the US EDA Good Jobs Challenge program.
