Description

New York City Industrial Development Agency (“NYCIDA”) and Build NYC Resource Corporation (“Build”) in conjunction with New York City Economic Development Corporation (“NYCEDC”) invite software development and technology firms to submit proposals for an application software that meets the needs of NYCIDA and Build for the intake and management of prospective applications, as more particularly described herein. NYCIDA and Build anticipate that the services will include various aspects of data and information intake, organization, and management.

NYCIDA was selected as part of the NYC Customer Experience Plan Initiative 3: Driving Internal Culture Change (the “Initiative”), to streamline and digitize its lengthy application process. Currently, applicants compile and submit a robust application package consisting of numerous PDFs, which often contain errors or missing information, extending the diligence process. In connection with this Initiative, NYCIDA and Build are seeking a comprehensive software development service to create and develop an application software for their respective programs, allowing staff to modernize and automate certain processes, including but not limited to: application intake and review, long-term data analytics, and reporting.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP that include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of the consultants, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.

It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives.

This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Respondents may submit questions and/or request clarifications from NYCEDC no later than 5pm on Friday, November 17, 2023.
