PORT RICHMOND AND ROCKAWAY WASTEWATER RESOURCE RECOVERY FACILITIES. This Request for Proposal (“RFx) is being released through PASSPort, New York City’s online procurement portal. Responses to this RFx should be submitted via PASSPort.
