New York City Economic Development Corporation (“NYCEDC”) seeks the services of an appropriately qualified firm to provide on-call vessel oversight consulting services for the NYC Ferry system (“NYC Ferry”). NYCEDC owns the 38 passenger vessels that currently comprise the NYC Ferry fleet. The vessels are certificated by the United States Coast Guard (“USCG”) under Title 46, Code of Federal Regulations (“CFR”) Subchapter T or Subchapter K. The fleet is split between 23 Subchapter T vessels (limited to 150 passengers) and 15 Subchapter K vessels (limited to 350 passengers).
The on-call vessel oversight services required to be performed include, but are not limited to, vessel compliance audits, maintenance system audits, naval architecture, marine engineering, vessel design support, vessel procurement and rehabilitation oversight, vessel condition monitoring and assessment, damage surveys, etc.
NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: experience in performing services similar to those described in the RFP, quality of the respondent’s proposal, the proposed fee, quality of the respondent’s management, reputation, and references, and proposed plans for encouraging participation by minority and women-owned business enterprises (“M/WBEs”).
It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives. This project has M/WBE participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. An optional virtual pre-proposal information session will be held on Tuesday, September 19, 2023 at 1 PM. Those who wish to attend the pre-proposal information session must RSVP by email to VesselOversightRFP@edc.nyc on or before Friday September 15, 2023.
Respondents may submit questions and/or request clarifications from NYCEDC no later than 5PM on Thursday, September 21, 2023. Questions regarding the subject matter of this RFP should be directed to VesselOversightRFP@edc.nyc. Answers to all questions will be posted by Thursday, September 28, 2023, to https://edc.nyc/rfps. Questions regarding the subject matter of this RFP will not be accepted after 5PM on Thursday, September 21, 2023, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to RFPRequest@edc.nyc on or before Thursday, October 5, 2023.
