The Agency will award one (1) appropriately qualified Minority and Woman-owned Business Enterprise (“M/WBE” or the “Consultant”) with whom to enter into an agreement (the “Agreement”) to provide services for the replacement of OMB’s International Business Machines (“IBM”) Application System/400 (“AS/400”) applications with Cloud Data Platform solution for budgeting and financial reporting on the Azure Cloud. This solicitation is being made pursuant to the M/WBE Non-Competitive Innovative Procurement Method, Section 3-12 of the New York City Procurement Policy Board (PPB) Rules. This procurement method is exclusively for City Certified M/WBEs. Contracts awarded under this method may not exceed $1,000,000, inclusive of any and all change orders, overruns, amendments, renewals and extensions.
