The Anti-Harassment and Tenant Protection (AHTP) legal services program was launched at DSS in January of 2016. The program provides tenant legal services to households experiencing housing insecurity City-wide. The program largely serves households with an annual income of at or below 200 percent of federal poverty guidelines (low-or-moderate income). Furthermore, the program provides resources for tenant outreach and prelitigation services with the goal of preventing eviction and displacement. In addition to full representation and brief legal assistance in Housing Court and administrative proceedings, the program offers community education, landlord tenant mediation, and counsel on cooperative tenant actions and building-wide lawsuits in cases of tenant harassment and potential displacement. To ensure the continuity of critical tenant legal services, OCJ requests authorization to procure Negotiated Acquisition Extensions to extend program services from July 1, 2023 to June 30, 2024 (FY24) for a total amount of $12,329,423.85– this amount includes a 25% “Allowance” that is described in further detail below.
