SOQs must be successfully submitted into iSupplier in final form no later than the date and time specified on the cover page of this RFQ (the “SOQ Submission Deadline”). SOQs which are saved in iSupplier as a “draft” but not successfully submitted will not be considered. Proposers should refer to Section 4 of this RFQ for details on SOQ submission requirements.
SOQs are required to be submitted with the content, sequence and identification set forth in this Section. The SOQ should also include a completed RFQ Submission Checklist Form (Exhibit 1).
Each Proposer shall electronically upload into iSupplier a single .pdf containing its applicable SOQ, which single SOQ may not exceed 4GB. NYCHA will not accept SOQs via e-mail or facsimile. The submission of attachments containing embedded documents or proprietary file extensions is prohibited.
Instructions for registering for iSupplier can be found at http://www1.nyc.gov/site/nycha/business/isupplier-vendor-registration.page. After Proposer registers for iSupplier, it typically takes 24 to 72 hours for Proposer’s iSupplier profile to be approved.
It is Proposer’s sole responsibility to complete iSupplier registration and submit SOQs before the Submission Deadline. NYCHA is not responsible for delays caused by technical difficulty or caused by any other occurrence.
NYCHA is launching a program to procure (i) photovoltaic solar systems (“PV Systems”), and (ii) battery energy storage systems (“BESS”), and the operation and maintenance (“O&M”) of such systems, at various NYCHA sites. By issuing this request for qualifications (“RFQ”), NYCHA is inviting statements of qualification (“SOQ”) from firms or teams (“Proposers”) interested in participating in upcoming requests for proposals (“RFPs”) for the design, supply, construction, and installation of such PV Systems and BESS (together the “Solar plus Storage System” or “System”), as well as the O&M of such Systems, as detailed more fully in Section 1.2. The Solar plus Storage Systems will be owned by NYCHA and placed on NYCHA owned property. The specific locations, and technical requirements for each System, will be identified in future RFPs. By means of this RFQ, NYCHA intends to create a Short-list of Proposers qualified to receive future RFPs with respect to such Systems at specific NYCHA locations. Only those Short-listed under this RFQ will be qualified to participate in such future RFPs. Currently, NYCHA contemplates that it will issue separate RFPs for specific Solar plus Storage System sites (each a “Project”), with the first such RFP being for the Borinquen Plaza I, with further RFPs to follow.
