The Agency determined that BNYDC is the only qualified provider of such ED services based on the fact that a singular relationship exists between the City and BNYDC, created by the master lease between the City, and the BNYDC for the property known as Brooklyn Navy Yard. The City needs to retain a local development corporation with special expertise in economic development to provide services in order to ensure jobs are created and retained. The BNYDC was formed as an LDC for the purpose of performing economic development services similar to those services to be performed under the contract. No City agency has the experience or expertise to perform all such services.
Description

SBS has determined to enter into a three year contract with the Brooklyn Navy Yard Development Corporation (“BNYDC”) to provide certain economic development services. The contract term will be from July 1, 2022 to June 30, 2025. The corporation shall serve as the City’s representative in connection with all industrial, commercial, waterfront, maritime and any other development projects in the Brooklyn Navy Yard, and shall use its best efforts to assist private developers or governmental or quasi-governmental entities in accomplishing such projects.
