The Competitive Seal Proposal method of solicitation was chosen to allow for input in the evaluation for critical programmatic criteria other than price considerations. Description

Request for Proposals (RFP) ACS seeks to retain the services of a qualified consulting firm with expertise in all phases of preconstruction and construction of public buildings to provide Project Management, Program Design, and Planning Support for the RTA 2.0 project. The Proposer should have the organizational, human, and technical resources to perform the required tasks in an expeditious and economical manner consistent with the interests of the City. Anticipated Contract Terms 7/1/2024 – 6/30/2027 with options to renew for three (3) additional three (3) year terms. Anticipated Funding and Payment Structure Anticipated total maximum available funding is $5,007,525. Anticipated number of contracts: One (1). Anticipated payment structure: Payment for this contract will be in the form of an all-inclusive time and materials hourly rate for in-person services and development of a mix of deliverables (i.e., procedural manuals, desk guides, training, monitoring, metrics analysis, and project management tool) to be determined during the contract development stage and shortly after commencement of the project. Questions received prior to the Pre-Proposal Conferences will be answered at the conferences. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature. ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date.
