Pursuant to Section 3-04(b)(2)(i)(A) of the NYC Procurement Policy Board Rules, FDNY has a time sensitive and compelling need to retain a vendor who can provide focus group services as the the Court ordered that a Monitor oversee the Department's recruitment and hiring of Firefighters. As part of determining the necessary components of the next recruitment campaign, the Monitor has set forth numerous expectations for what must be included. Two of those expectations are that the Department will hire a firm to (1) engage in an advertising and social media effort to garner interest in the Firefighter title, similar to the tactics used during the FDNY's recruitment campaign for Exam 7001; and (2) conduct focus groups with candidates to assist in determining which advertising and social media tactics will work best for our targeted, age-eligible cohort. All focus group work must be completed well in advance of the campaign start date so information that is gathered can be incorporated into advertising. Therefore, competitive procurement processes do not allow for enough time to make a contract award and still meet this timeline.
Description

New York City Fire Department seeks to contract with a qualified vendor to provide focus group services for the recruitment campaign for the upcoming firefighter examination.  The study will shed light on what diverse (Black, Hispanic, and women) job seekers are looking for in a prospective job or career and their perceptions of public sector jobs overall, and firefighting in particular and explore how cultural expectations can influence career paths.  Following the groups, vendor will deliver a summary of the findings which will be utilized to inform the FDNY's marketing and advertising campaign content.
