Description

For over a decade, DCAS has worked with private industry, the New York Power Authority, and City agency partners to install solar PV generation systems across the City’s portfolio of properties. A portion of DCAS’s solar PV portfolio, totaling roughly 8.5 MW of generation capacity across 90 sites, have been identified as needing operations and maintenance (O&M) attention, with the majority of these installations being rooftop ballasted systems. DCAS is considering procurement of long-term, on-going O&M services for these solar PV systems, as well as existing and planned BESS. DCAS is aiming to contract with multiple O&M service providers for a wide array of O&M services across its portfolio. These O&M services include (1) preventative maintenance, (2) reactive maintenance/repairs, and (3) emergency repairs.

The purpose of this RFI is to gather input from the solar PV and BESS O&M industry, particularly in the New York City region, to help inform a future solicitation(s) for these services. Insight gained from industry respondents will help DCAS develop scopes of work (SOWs) for future solicitation and contract documents. The intent is to ensure that DCAS’s O&M program design and procurement/contracting strategy accurately reflects real-world industry practice and capabilities.
