Description

The provision of transitional housing is one component of the Mayor’s commitment to continue to safely reduce the jail population, while providing services and supports that allow for community stability. Recent analysis of data from the updated Criminal Justice Agency’s (CJA) Pretrial Release Assessment Tool shows that 5.2% of all people arrested in NYC are street homeless, and are often not recommended for release pre-trial. The provision of supportive transitional housing for justice involved individuals, however, has the potential to as much as triple the number of street homeless individuals recommended for release on their own recognizance (ROR) at arraignment, given that not having an address and length of stay at current address are predictive factors in the updated CJA Release Assessment Tool used to provide the NYC Criminal Courts with information about the likelihood of an individual’s court appearance. Transitional housing fills a much-needed gap in the transition from housing instability to permanent housing.
