This NAE is to extend critical services until a new RFP is processed.
Description

Procurement actions were initiated in FY 2018 to replace this agreement. The Office of Management and Budget has only recently given approval to proceed with the replacement of this contract but there is no chance that a new agreement will be in place by July 1, 2022. While the Office of Management and Budget has provided additional staffing resources to support the expansion of the Routine Site Review Inspection (RSRI) and Shelter Repair Squad (SRS) units, the Department has not been able to fully staff these units. Several factors have complicated our efforts including the attrition of DHS staff hired into these positions to other Agencies in the wake of civil service promotions. The Office of Management and Budget also prioritized hiring actions in other parts of DHS over the new positions supporting these programs, leaving DHS with unfilled vacancies. The Department is also under mandate to obtain Certificates of Occupancy for our shelters that do not currently have them.
