Due to multiple, extensive administrative delays in obtaining a response to "right of first refusal" from preferred source provider NYSID, (these included COVID-19 and the complexities of the NYS Preferred Method contracting law), the time remaining to have a new contract in place is far less than that required for a competitive procurement. This would leave the Agency without legally-mandated services for an extended period of time. Whereas, the current vendor is willing to continue to provide services based on negotiated rates for the additional year. The Agency is already moving towards a competitive procurement for ensuing years.
Description

HPD must provide statutory notices of violations ("NOVs") and other notices to owners of buildings, where required by law for various matters.  HPD does not have the staffing or facilities required to produce such notices or to mail them out.  Therefore, HPD requires contracts for these services.
