A compelling need exists to extend contract one or more times beyond the permissible cumulative 12-month limit, and the ACCO has determined that the proposed term of the extension is the minimum time necessary to meet the need, and the ACCO certifies that the contractor's performance is satisfactory. Forgoing the project will put in jeopardy the collection of property tax payments resulting in no revenue collection. There are presently no alternatives in the absence of new funding that are in place to begin collecting mailed property tax payments by the end of the current contract .
Description
The Department of Finance Payment Operations Division currently contracts with Deluxe Financial Services, LLC for lockbox services for the processing of mailed checks for the payment of real estate taxes. Deluxe processes in excess of $4.1 billion in property payments. Our current contract ends on 12/31/2022. Payment Operations is submitting this purchase request for lockbox services to continue from 1/1/2023 through to 12/31/2024 while the new award and negotiation is undergoing with another vendor for the lockbox services.
