The SYEP program operates under a strict timetable. Extending the current contract will allow for there to be no disruption of payment to participants of the programs. Furthermore, core payroll functions provided by YEPS are customized to DYCD's program needs. In the current model, the YEPS vendor CSS serves as an intermediary between DYCD, our programs and the payroll vendor CSS contracts with. The staff work with DYCD to understand the core operations and services of each DYCD employment program and how to provide payroll functions with a unique youth development approach. Their helpdesk staff are thus able to provide customized technical assistance to both participants and providers including on an emergency basis at weekly payroll entry deadlines. They attend monthly provider meetings, run payroll trainings and provide specialized ad hoc assistance. This customization is crucial to DYCD programming.
