Purpose of the Solicitation: OCJ is seeking to do a negotiated acquisition to expand anti-eviction legal services for the City's Right to Counsel program. Current vendors need assistance meeting the needs of the City and this procurement is an expansion of an issued request for expressions of interest. The estimated amount of this negotiated acquisition represents the gap between available funds and the current vendors' current lack of capacity. The Department of Social Services (DSS)/Human Resources Administration (HRA) intends to enter into negotiations with vendors that can provide anti-eviction legal services. At this time, two (2) vendors are interested in providing anti-eviction services. These vendors are: Center for Family Representation and Tanya Hobson Williams Law. DSS/HRA therefore intends to negotiate agreements with the vendors listed above and any other qualified vendors who seek to participate in this negotiated acquisition. Proposed Term of the Contracts: The term of the contract will be for nine (9) months, 10/1/2022 – 6/30/2023, with one (1) option to renew for up to two (2) years contingent on continued capacity needs and funding availability. DSS reserves the right to determine the final contract term. Procurement Timeline: The agency released the NA in October 2022, with responses due on 11/30/2022. DSS anticipates that contractors in addition to the two above-referenced would be selected in Fall 2022. To respond to this NA and all other NAs, organizations must have a PASSPort account. Proposals will ONLY be accepted through PASSPort. If you do not have a PASSPort account, please visit nyc.gov/passport to get started. The solicitation response period is represented by the “Release Date” and “Due Date.”
