New York City Economic Development Corporation (“NYCEDC”) is issuing this Request for Proposals (“RFP”) to invite qualified ferry operators, transit service providers, or other qualified firms (“Respondents,” each a “Respondent”) to submit proposals to operate the public transit ferry system, NYC Ferry.
NYCEDC plans to select the operator on the basis of factors stated in the RFP, which include but are not limited to: the quality of the Respondent’s proposal plan, the quality of the Respondent’s Minority and Women-Owned Business Enterprise (“M/WBE”) plan, the Respondent’s financial qualifications and experience with transit service, and the Respondent’s proposed compensation to run the service.
It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified M/WBEs share in the economic opportunities generated by NYCEDC’s projects and initiatives. Please refer to the Equal Employment Opportunity Rider (“E.O. 50 Supply & Service Rider”) in Appendix 22 in the RFP.
This project has M/WBE participation goals, and all respondents will be required to submit an M/WBE participation proposal with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Bidders/subcontractors are strongly encouraged to visit the NYCEDC website at http://edc.nyc/opportunity-mwdbe to learn more about the program.
NYCEDC will hold two optional information sessions and one optional site visit. The first information session will be held on September 21, 2022 at 1:00 P.M. at the NYCEDC offices located at One Liberty Plaza, 14th Floor, New York, NY 10006. The second information session will be held on October 19, 2022 at 11:00 A.M. at Building 92 in the Brooklyn Navy Yard, located at 63 Flushing Avenue at Carlton Avenue, Brooklyn, NY 11205. The site visit will be held at 1:00 P.M. on the same day as the second information session (October 19, 2022) at Pier C in the Brooklyn Navy Yard, also located at 63 Flushing Avenue, Brooklyn, NY 11205.
Those who wish to attend an information session or the site visit must RSVP by email to NYCFerryRFP@edc.nyc no later than 48 hours in advance of the applicable event. NYCEDC will provide parking and building entrance directions for the information sessions and the site visit upon receipt of RSVPs.
Respondents may submit questions and/or request clarifications from NYCEDC by emailing NYCFerryRFP@edc.nyc no later than 5pm on Wednesday, November 2, 2022. Answers to all questions submitted to the project email will be posted to the project’s web page on https://edc.nyc/rfps by Wednesday, November 9, 2022. Questions regarding the subject matter of this RFP will not be accepted after 5pm on Wednesday, November 2, 2022, however, technical questions pertaining to downloading the RFP or submitting proposals to this RFP may be directed to RFPRequest@edc.nyc on or before Wednesday, November 30, 2022.
