Description

This RFQ, issued by NYC Health + Hospitals, seeks Statements of Qualifications (“SOQs”) from the most highly qualified proposers interested in performing design, construction, quality control, construction inspection and other required services identified for the Project. This RFQ is for the completion of design and construction in order to replace three (3) existing boilers that are approximately 60 years old and have exceeded their useful life with three new, more energy efficient high-pressure boilers along with their associated ancillary equipment (the “Project”). Through this RFQ, NYC Health + Hospitals will establish a short list of a minimum of three vendors for the Project who will then submit proposals to a subsequent RFP. Any proposer who is within five percentage points of the third highest ranked proposer will also be short-listed for the RFP. HHC seeks the most highly qualified Proposers who are prepared in all respects to undertake the complete design and construction of the Project. SOQs will only be evaluated for Proposers that can provide all required services for the Project. This RFQ is the first phase of a two-phase, best value procurement process. In the subsequent RFP phase, evaluation will be based on Design-Build quality, design excellence, experience, past performance, and other factors. Price will be a factor as well, but will not be a predominant factor.
