Approving the NAE will ensure an uninterrupted continuation of services to a fragile population by ensuring that tenants and tenant associations receive advisory support to ensure safe and habitable housing through the provision of training in building management organization and maintenance skills. HPD’s current Asset Management HDFC Cooperative portfolio, served by this contract consists of over 1,015 properties comprised of over 1,190 buildings and nearly 25,000 dwelling units. While many of the newer HDFC Cooperatives have the services of a third-party property manager and third-party monitor, most of the portfolio (over 70%) do not have a regulatory agreement with a property manager and could greatly benefit from the extension of this contract. Training includes areas of health and safety, including implementation of City and Federal Lead regulations.
HPD is currently in process of developing a new RPF for these services. RPF's can take anywhere between 12 to 18 months to solicit and register, therefore the NAE is required for continuation of services.
