The Office of the Mayor/Fiscal Operations determined it's in the best interest of the City to utilize the Negotiated Acquisition; due to the funds available from a source outside the City will be lost to the City.
In addition, the need to engage organizations to leverage volunteers to deliver essential services, at a time when it is desperately needed, shows a compelling need for the services which cannot be timely met through competitive sealed bidding or competitive sealed proposals;
