The uninterrupted continuation of this contract with the County of Ulster is essential because the City, pursuant to the New York City Administrative Code Section 24-356(a), is responsible for the repair, maintenance, snow removal and sanding Road Maintenance Activities of certain roads and bridges around its reservoirs. The County deems it to be in the public’s interest to assist DEP with the necessary road maintenance activities and its Dept. of Public Works has the facilities and work force to perform Road Maintenance Activities in those areas in the County where such roads and bridges are located. Furthermore, the Ulster County Department of Public Works has been providing snow removal services in an efficient manner for many years and possesses the personnel and vehicles to accommodate the amount of work needed to be performed on a 24-hour basis. Contracting with Ulster County presents a significant savings in personnel and equipment costs to DEP.
