The ACCO has determined that a negotiated acquisition method may be justified when it is not practicable and/or advantageous to award a contract by competitive sealed proposals due to the limited number of qualified vendors available and able to perform the work.
DEM has done considerable market research, including examining firms in three categories: (1) large executive search firms that work across multiple sectors; (2) firms that have a special focus on energy; and (3) firms that have a special focus on government, especially local government. DCAS DEM was able to narrow the list down to eight (8) possible qualified vendors. Through phone interviews and reference checks, DEM was then able to determine that the Energists is the only firm that meets all Selection Criteria.
As confirmed in their list of searches from the last three years, The Energists maintain a focus on energy efficiency, clean energy, and renewables, and have demonstrated experience in candidate recruitment for relevant roles in both energy/utilities and government domain. Further, they can work on a contingency-based fee structure, have competitive pricing, are willing to provide a one-year guarantee after the candidate’s start date, and are able to complete the candidate search in under 4 months. Based on the Selection Criteria, The Energists is the only qualified vendor who can perform the recruitment services.
