Description

Purpose of the Solicitation The Department of Social Services (DSS) and the Office of Planning and Performance Management (OPPM) are seeking two qualified consultants to provide Business Consulting Services to the Human Resources Administration (HRA) and the Department of Homeless Services (DHS) on an as-needed, Task Order basis. Work to be performed includes functional and organizational analyses, implementation, and project management support for improvements in DSS-HRA-DHS selected departments. The consultant must have the capacity to provide specialized technical expertise in all of the following categories: 1. Current State Mapping and Documentation 2. Current State Analysis 3. Organizational and Business Process Improvement Opportunities 4. Future State Design 5. Future State Implementation Planning 6. Future State Implementation Support. 7. Other consultant service to support Agency operations, including but not limited to quality assurance of Agency projects.The Agency intends to select two (2) consultants through this Request for Proposals. Required Service Levels will be specified in the Task Orders for specific projects. Task Orders will rotate between the two selected contractors. Proposed Term of the Contract(s) It is anticipated that the term of the Contracts will be for three (3) years from the Agency’s notice to proceed. The anticipated start date of the Contract is January 1, 2022. It is anticipated that the maximum available funding for the initial contract term for both contracts is up to $19,836,851 combined. It is anticipated that the payment structure of the Contract awarded from this RFP will be specified in the Task Orders for specific projects and will be based on a fee-per-project (deliverables basis). Procurement Timeline: DSS anticipates that the RFx will be released on November 29, 2021. A pre-proposal conference will be held on December 9, 2021 at 2 pm. The proposal due date will be January 13, 2022. DSS anticipates that contractors will be selected by Winter, 2021. Use of PASSPort, PASSPort is a web-based system maintained by the City of New York to manage procurement.
