Description

The New York State Energy Research and Development Authority is seeking to spearhead the creation of standardized, scalable solutions and processes to improve the energy efficiency and comfort of multifamily residential buildings through its RetrofitNY program. The RetrofitNY program is based on the Energiesprong concept first developed in the Netherlands, which makes use of prefabricated materials, off-site construction, and electrification to deliver net zero-energy retrofits to existing buildings in a scalable fashion.

This Request for Qualifications will pre-qualify Solution Providers to be eligible for future funding and procurement opportunities under NYSERDA’s RetrofitNY program, including gap funding opportunities for multifamily building retrofits as released by NYSERDA as well as RetrofitNY projects on New York City Housing Authority (NYCHA) properties. Applications will be accepted on a rolling basis.

A webinar providing instructions and guidance for submitting applications to this RFQL will be held on 3/16/21 at 10 AM – 11:30 AM. Information will be available through the program webpage at www.nyserda.ny.gov/RetrofitNY. Requests for information sent to retrofitny@nyserda.ny.gov will also be honored. All responses will also be publicly posted as FAQ’s on RetrofitNY’s website at https://www.nyserda.ny.gov/RetrofitNY.

Solution Providers should be able to deliver a turnkey zero energy Whole Building Retrofit Solution where onsite labor cost is kept to a minimum. The Solution Providers will be expected to perform an integrated Physical Needs Assessment for the buildings to be retrofitted, and to provide design and construction services, as well as a warranty and service contract. Solution Providers will partner with Component Manufacturers and Building Owners (to be pre-qualified in separate RFQLs) as described further in the RFQL.

Please note that successful qualification through the above referenced NYSERDA Solution Provider RFQL will serve as a pre-qualification, i.e. minimum qualification, for contractors who wish to submit proposals for any and all future RetrofitNY procurement opportunities released by the New York City Housing Authority (NYCHA).

As a signatory to the RetrofitNY pledge, NYCHA has identified one initial pilot site which is expected to go out to bid for construction later in 2021. For this initial pilot, design services are being provided separately and the pre-qualified Solution Provider will be procured for construction services (and a period of post-construction maintenance) only. However, it is NYCHA’s intent that future net zero energy retrofits or near net-zero retrofits in the next three years will be selected from the Solution Providers qualified under this RFQL. Vendors who wish to be eligible for consideration in NYCHA’s first RetrofitNY pilot project must be qualified through NYSERDA’s RFQL prior to submitting a proposal for NYCHA’s project.
