Services in accordance with the latest NYCGSG and NYCECC at various schools and facilities citywide.
These regulations pertain to fundamental commissioning and verification and envelope commissioning.
The Design and Construction Services Division anticipates that all capacity projects which involve new
buildings, additions, or envelope retrofits will require a comprehensive review of the building envelope
throughout the design process to comply with the 2019 NYCGSG fundamental commissioning and
verification credit (E1.1P) requirement. In addition, projects may also pursue the envelope commissioning
credit (E1.3A) of the 2019 NYCGSG with SCA direction.
The 2020 NYCECC which came into effect May 12, 2020 also has mandated requirements (under section C408) to perform Air Barrier Commissioning for new buildings or additions that are ten thousand (10,000) gross square feet or greater.
Additionally, capital improvement projects involving exterior modernization have been selected under
DCAS pilot program to undergo deep energy retrofits. Three (3) projects are currently in design and
require envelope commissioning. The Design and Construction Services Division anticipates more of
these project types going forward.
