Description
The Made in NY Campus at Bush Terminal is the reimagining of a 211,000 SF industrial building into a modern facility dedicated to fashion manufacturing. The dedicated Garment Manufacturing Hub (the “Hub”) will be home to an ecosystem of garment manufacturers, fashion designers and other affiliated uses. The remainder of the campus will see continued growth across multiple sectors such as film/television production, food manufacturing and other light industrial uses. The campus will support cross-collaboration and creative collisions among these allied manufacturing industries, and it will serve as a destination for high-quality Made-in-New York goods.

Through this Request for Expressions of Interest (“RFEI”), NYCEDC is seeking fashion brands, garment technology firms, academic institutions or other organizations to partner with NYCEDC to find a home at the Hub for a “R and D Center, Innovation Laboratory and/or Business Accelerator” leasing opportunity and/or a “Programming and Training” contract opportunity with NYCEDC at the Made in NY Campus at Bush Terminal.

This RFEI is not primarily intended as a formal offering for a future negotiated transaction. Although discussions may be conducted with respondents submitting acceptable proposals to this RFEI (each, a “Respondent”), NYCEDC reserves the right to select a Respondent and proceed to an agreement based on initial proposals received pursuant to this RFEI, without discussions. Therefore, each Respondent’s initial proposal should contain its best programmatic and technical terms. Alternatively, NYCEDC reserves the right to issue a future Request for Proposals and restrict participation to only the Respondents to this RFEI. NYCEDC strongly encourages all parties interested to submit proposals in response to this RFEI.

It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives. Please refer to the M/WBE Participation Proposal section in the RFEI.

This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. To learn more about NYCEDC’s M/WBE program, visit http://www.nycedc.com/opportunitymwdbe. For the list of companies who have been certified with the Empire State Development’s Division of Minority and Women Business Development as M/WBE, please go to http://www.esd.ny.gov/MWBE/directorySearch.html.

NYCEDC established the Kick Start Loan programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on NYCEDC projects. Kick Start Loans facilitates financing for short-term mobilization needs such as insurance, payrolls, supplies and equipment. Bidders, sub-contractors and sub-consultants are strongly encouraged to visit the NYCEDC website at www.nycedc.com/opportunitymwdbe to learn more about the program.

The information session and site tours will be held on the following dates at Bush Terminal (Building A, 13 42nd Street, Brooklyn, NY 11232): January 17, 2020 at 1:00 PM; February 28, 2020 at 1:00 PM; April 10, 2020 at 1:00 PM; and May 20, 2020, at 1:00 PM.
