New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to provide final design drawings to support the installation of reliable, dispatchable, and sustainable power to identified critical facilities on the Hunts Point Peninsula in the event of an emergency. The Consultant will develop final design drawings for three project components: School Solar and Storage Installations, Emergency Backup Generation, and a Tri-Generation system to support the Produce Market and Meat Market. The solar plus storage installations will enable Middle School (MS) 424 and Primary School (PS) 48 to serve as public gathering spaces, shelter, or refuge in emergency situations. One main objective of the emergency backup generators is to provide backup power supply to other important citywide food distributors and employers in the Hunts Point Food Distribution Center. Lastly, one main objective of the tri-generation system is to provide reliable and resilient backup power to the Produce and Meat Markets in the Food Distribution Center.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, the quality of the plan for M/WBE participation, and the proposed fee. This project is expected to be funded through the Community-Development Block Grant-Disaster Recovery (CDBG-DR) program and is included in the City’s CDBG-DR Action Plan, approved by the US Department of Housing and Urban Development (HUD) in May 2013 and subsequently amended.

NYCEDC established the Kick Start Loan programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Kick Start Loans facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment.
