Affordable Housing Development Opportunities

In New York City

The Department of Housing Preservation and Development (“HPD”) of the City of New York (“City”) is issuing a Request for Qualifications ("RFQ") for qualified not-for-profit and for-profit organizations to participate in the rehabilitation and management of multifamily residential properties through HPD’s Affordable Neighborhood Cooperative Program, Third Party Transfer – Tenant Petition Cooperatives, and other Special Projects.  HPD invites qualified organizations to submit descriptions of their qualifications to rehabilitate and create affordable cooperatives through these programs.

The RFQ, including forms and attachments, is now available on the HPD website at www.nyc.gov/hpdThis is a rolling RFQ, and applications will be reviewed as they are received. A hard copy of the RFQ may be obtained at HPD at 100 Gold Street, in Section 9V, Manhattan.  The RFQ contains a detailed description of the programs, eligibility criteria, and application requirements.

Inquiries regarding the RFQ should be directed to Brenda Redmon, of Property Disposition and Finance; 100 Gold Street, ROOM 9V; NEW YORK, NY 10038; Phone: (212) 863-8860 Fax: (212) 863-7156 Email: ANCP@HPD.NYC.GOV

HPD expects to qualify more potential developers than available properties. Therefore, some qualified developers will not be selected.  HPD reserves the right to negotiate with any number of qualified developers, accept or reject any or all applications received as a result of the RFQ, or postpone or cancel the RFQ in part or in its entirety.
