Description
New York City Economic Development Corporation (“NYCEDC”) seeks the services of an appropriately qualified firm or partnership (i.e. joint venture) of firms to provide consulting services for the NYC Ferry Service (“NYC Ferry”). The services include, but are not limited to engineering reviews and audits, vessel construction oversight, vessel appraisals, damage surveys, etc. in support of NYC Ferry. NYCEDC launched the NYC Ferry system through a public private partnership with HNY Ferry, LLC (“HNY”), the (“Vessel Operator”) on May 1, 2017. The Vessel Operator was contracted to build operate and maintain all aspects of passenger ferry service including but not limited to, vessel operations, ticketing, market, and customer service. NYCEDC directly manages the shore side ferry landings owned by the City as well as the NYC Ferry vessel fleet’s homeport (“Homeport”) facility, which is leased to the Vessel Operator.

NYCEDC plans to select a (consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP , and the proposed fee.

This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Kick Start Loan programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Kick Start Loans facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Bidders/subcontractors are strongly encouraged to visit the NYCEDC website at www.nycedc.com/opportunitymwdbe to learn more about the program.
