Description
New York City Economic Development Corporation (NYCEDC) is seeking a consultant to review, update, and expand the City of New York’s (the “City”) M/WBE (as defined below) strategy in coordination with the Mayor’s Office. The City’s M/WBE initiatives were established to address the disparity between contract awards to certain ethnic and gender groups and their representation within the New York City regional market. The mayor has set an ambitious goal of awarding at least 30 percent of the dollar value of City contracts (approximately $16 billion) to M/WBEs by 2021, with approximately $3.5 billion already awarded to M/WBEs in the first two years of the mayor’s having set that goal. The consultant will conduct a comprehensive review of the City’s current efforts supporting M/WBE contracting across agencies by analyzing the existing state of M/WBE contracting, identifying challenges and best practices from other local and state governments, analyzing the gaps between the current state and the City’s goals, developing recommendations and implementation plans, and developing an external communications plan and related tools.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, and demonstrated successful experience in performing services similar to those encompassed in the RFP.

This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response.
