Once on that page, please make a selection from the first three links highlighted in red: New suppliers for those who have never registered with iSupplier, Current NYCHA suppliers and vendors for those who have supplied goods or services to NYCHA in the past but never requested a login ID for iSupplier, and Login for registered suppliers if you already have an iSupplier ID and password. Once you are logged into iSupplier, select “Sourcing Supplier,” then “Sourcing” followed by “Sourcing Homepage” and then reference the applicable RFP PIN/solicitation number.

Proposers electing to obtain a non-electronic paper document will be subject to a $25 non-refundable fee; payable to NYCHA by USPS-Money Order/Certified Check only for each set of RFP documents requested. Remit payment to NYCHA Finance Department at 90 Church Street, 6th Floor; obtain receipt and present it to the Supply Management Procurement Group; solicitation package will be generated at time of request.

Each proposal must consist of two (2) bound originals and two (2) flash drives in Microsoft Office (2010 version or later), with all components of the Proposal. All Proposals must be bound in three-ring binders of an appropriate size. An authorized representative of the Applicant must sign the original Proposal.
Description
The New York City Housing Authority (NYCHA) and the New York City Department of Housing Preservation and Development (HPD), are issuing this Request for Proposals (RFP) for two Project sites as a step toward achieving these goals, and to help realize the visions set forth in Housing New York and NextGeneration NYCHA. Development teams (“Applicants”) are invited to submit development proposals (each a “Proposal”, collectively, the “Proposals”) in response to this RFP for the design, financing, construction and operation of affordable housing developments on two sites at NYCHA-owned public housing developments. Development Site 1 includes an adjacent City-owned vacant lot, under the jurisdiction of HPD.

Development Site 1:
NYCHA’S Dr. Ramon E. Betances Houses V, Block 2287, Lot 26
City-owned vacant lot under the jurisdiction of HPD, Block 2287, Lot 71

Development Site 2:
NYCHA’s Dr. Ramon E. Betances Houses VI, Block 2291, Lot 1

Applicants may submit Proposals for one or both Projects. A separate submission is required for each Project. For more details, please review the RFP document.

Two (2) Pre-Submission Conferences will be held on Tuesday, July 19, 2016 at 11:30AM and Thursday, July 21, 2016 at 11:30AM at NYCHA, 250 Broadway, 12th Floor Board Room, New York, NY 10007. Every Applicant intending to submit a Proposal in response to this RFP is encouraged to attend one of these sessions as it will be the only opportunity to ask questions and receive answers in person regarding this RFP.

A Site Inspection will be held at Betances V at 444 East 143rd Street, Bronx, NY 10454 and Betances VI at 474 Willis Avenue, Bronx, NY 10455 on Friday, July 22, 2016 at 10:00AM. Applicants are encouraged to attend. Those attending must notify Jacques Barbot at Jacques.barbot@nycha.nyc.gov and cc: Meddy Ghabaee at Meddy.ghabaee@nycha.nyc.gov by 12:00 PM on July 12, 2016, of their intent to attend.

Proposers shall submit written questions, via e-mail, to NGN.MottHaven@nycha.nyc.gov by no later than 2:00 PM on August 22, 2016, and must include the firm name and the name, title, address, telephone number, fax number and e-mail address of the individual. NYCHA will coordinate to have all submitted questions and answers posted on HPD’s website (http://www1.nyc.gov/site/hpd/developers/rfp-rfq-rfo.page) prior to the submission due date.

Applicants must utilize the HPD website (http://www1.nyc.gov/site/hpd/developers/rfp-rfq-rfo.page) to register for download of the RFP and Exhibits, and to stay appraised of updates.
