BID EXTENSION: The New York City Law Department (“Department” or “Agency”) seeks qualified vendors to provide all labor, services and materials required to provide Legal Publishing and Information Services. This project has two components: 1) the publication and marketing of a multi-volume compilation of the Rules of the City of New York (“RCNY”), including, for the term of the contract, the monthly supplementation of the compilation, and 2) the creation and maintenance of an electronic database, accessible at no cost to the public via the Internet, of the text of the New York City Charter (the “Charter”), the New York City Administrative Code (the “Code”) and the RCNY. Publication of the RCNY shall be in conformity with Section 1045(a) of the Charter. The contractor will maintain all website databases with current enactments and amendments and will obtain certification, issued pursuant to Section 70-b of the New York State Public Officers Law, that the text of the laws being maintained on the website is accurate and current. Companies may submit a proposal on their own behalf or in conjunction with a joint venture partner or partners.

Greater consideration will be given to proposers with significant demonstrated capability, expertise and record of success in traditional legal publishing and the creation and maintenance of publicly accessible Internet sites containing the text of large legal compilations and codifications.

It is anticipated that the term of the contract to be awarded as a result of this RFP will be for a ten (10) year period from January 1, 2016 through December 31, 2026.

Interested firms may obtain a complete electronic copy of the RFP by e-mail by requesting it from the contact below. Interested firms can also obtain a printed copy of the RFP at the 100 Church Street Messenger Center, located at street level in the middle of the block on the Park Place side.

The Department encourages interested firms to request the RFP by e-mail. In most cases, the Department will respond within minutes to an e-mail request for the RFP received during regular working hours. The electronic version of the RFP is a PDF file that can be read and printed out using Adobe Acrobat software. If the firm elects to obtain the RFP by picking it up at the Department, the person picking it up must be able to provide the name of the organization and the name, title, telephone number, fax machine number and e-mail address of an authorized and responsible person in the firm.
