Pursuant to Local Law 34 of 2007, amending the City’s Campaign Finance Law, the City is required to establish a computerized database containing the names of any “person” that has “business dealings with the city” as such terms are defined in the Local Law. In order for the City to obtain necessary information to establish the required database, vendors responding to this solicitation must complete the Doing Business Data Form and return it with this proposal. The submission of a Doing Business Data Form that is not accurate and complete may result in appropriate sanctions.

Proposers must submit a complete Minority, Women and Small Business Enterprise (MWSBE) Registration Form. A Proposer’s failure to deliver a completed MWSBE Registration Form may result in the rejection of the Proposer’s Proposal.

After proposals are evaluated, NYCHA will engage in preliminary negotiations with one or more of the most qualified Proposers. NYCHA specifically reserves the right to award a requirements contract to a Proposer other than the Proposer presenting the lowest cost proposal. This Solicitation does not commit NYCHA to award an Agreement for any services.
Description
The New York City Housing Authority (NYCHA), through its Department for Development, is seeking proposals from appropriately qualified firms to provide title search services for various projects in accordance with standard practices and procedures of the title search industry. To ensure these Services are performed in a timely manner, NYCHA plans to execute a requirements contract with the Proposer selected. The Contract will have a not-to-exceed value of $100,000. NYCHA will, as needed, demand Services from the Proposer on retainer. Proposers must have the capacity to complete and submit, on average, each search within two weeks of the order. In any three month period, NYCHA anticipates search requests for fifteen (15) lots. The properties for which NYCHA requests Services to be performed will be located within the five boroughs of New York City.
