Description
The Department of Consumer Affairs (DCA) intends to enter into a government-to-government purchase that exceeds the small purchase limits with the Stony Brook University Center for Survey Research (CSR) to develop and implement a city wide financial services study for use by the Department of Consumer Affairs’ Office of Financial Empowerment (OFE) for development of financial education programs and products for low and moderate income New Yorkers. DCA determined that use of this procurement method is in the best interests of the City based on a review of responses to a request for proposals of a similar study within the small purchase limits and an assessment that the CSR proposal was superior to all other proposals with respect to services offered and price.
