Due to time constraints and a limited number of vendors available and able to perform this work, this contract will be done via Negotiated Acquisition pursuant to section 3-04(b)(2) of the Procurement Policy Board Rules. OEM do not have sufficient time to complete the competitive sealed proposal process.
Description
The New York City Office of Emergency Management is seeking a vendor to perform prime vendor services for Meals Ready to Eat (MREs) to support the Coastal Storm Plan’s (CSP) Shelter System Stockpile Plan (SSSP) requirements. The MRE prime vendor will be responsible for the acquisition, storage, and delivery of MREs in quantities designated by the City to support an evacuee population based on the severity of the expected storm. Although the focus of this solicitation is the CSP, the city expects the MRE provider to support all hazards – including coastal storm surge, blackouts and terrorist acts – that require an emergency evacuation.
