DSNY is soliciting bids from Contractors to provide services as required by the Federal Department of Transportation Omnibus Transportation Act of 1994 (OTA) which mandates every state to conduct substance use testing for all employees who hold Commercial Driver's Licenses or risk the imposition of fines and/or other penalties. The Mayor's Office, in order to comply with OTA, directed DSNY to administer the testing for it's affected employees and 8 other City Agencies. The Contractor must provide DSNY with the services of up to four Laboratory Technicians (LabTechs) to administer Breath-Alcohol tests. This task requires each Lab Tech to be a Certified Breath Alcohol Technician on a Draeger 7410. The LabTech will secure supervised urine specimens for Forensic Toxicology screening according to chain of custody procedures acceptable and in compliance with the Federal Department of Transportation (DOT) guidelines. Additional tasks to be performed will include recording toxicology reports in toxicology log books, preparing samples for transport to DSNY's contracted laboratory, and appear as a witness for DSNY to testify in the event of any ligitation challenging the chain of custody procedures used in the collection and handling of urine specimens. Legible handwriting skills are essential to make entries into required forms, logs and books detailing all the events connected to the collection and handling of each urine specimen and breath test.
DSNY requires the LabTechs to work at least seven hours each day. The start of each shift is either 8:00a.m. or 4:00a.m./5:00a.m. depending on if LabTech is assigned to DSNY's Clinic or the Drug & Alcohol Testing Vehicle for the day. The CONTRACTOR will be required to provide up to four LabTechs Monday through Friday and up to two LabTechs on Saturday. The COTRACTOR will provide the LabTechs with clean standard white lab coats.
