A SITE VISIT IS SCHEDULED FOR THURSDAY, MAY 15, 2003, BEGINNING AT 10:00 A.M., FOLLOWED BY A PRE-PROPOSAL CONFERENCE IMMEDIATELY FOLLOWING THE SITE TOUR. ATTENDANCE IS OPTIONAL BUT PROPOSERS ARE STRONGLY RECOMMENDED TO ATTEND.

Description
The Department of Homeless Services (DHS) is seeking a qualified vendor to operate a seasonal transitional shelter at 651 River Avenue in the Bronx (Community Board 1). Use will be dependent on capacity issues and determined at the discretion of the Agency.

At the Department's discretion, the seasonal shelter will operate as a facility to accommodate single adults during winter months or as an overnight placement for families during peak capacity periods. The Adult Winter Capacity Program will provide services for adults that will include, but not limited to, short-term case management services such as on-going assessment and referrals to other DHS facilites as well as community-based programs.

The Family Overnight Placement Program will provide overnight accommodations for families who have not completed the intake process at the DHS Emergency Assistance Unit (EAU) located at 151 East 151 Street in the Bronx. Minimal social services will be provided.

It is anticipated that the term of the contract will be for three years from October 1, 2003 to September 30, 2006, with an option to nenew for an additional three year term subject to the availability of funding. Although the term of the contract will be three years, the facility will only be operated at the request of the Department.

It is anticipated that the payment structure of the contract awarded from this RFP will be based on a combination of a line-item reimbursement and performance outcomes measures and related financial incentives and/or disincentives.
